Buying Property in Kyrgyzstan

Foreign nationals — including Russian citizens — may buy residential property in Kyrgyzstan with no special restrictions. Below is the full procedure, from finding a property to registering ownership.


🏠 What a foreigner can buy

Apartments and houses — no restrictions. A foreigner takes ownership on the same terms as a Kyrgyz citizen.

Land — with nuances, under the Land Code of the KR (2025):

  • Agricultural land cannot be owned by foreigners; only leased for a limited term.
  • Land inside a settlement (urban land) can be granted for temporary (fixed-term) use, or pass into ownership when enforced against a mortgage — but acquiring such ownership triggers an obligation to dispose of the plot within 2 years of registration.
  • Land outside settlements (except subsoil and farmland) is granted to foreigners on temporary-use terms by decision of the Cabinet of Ministers, or through universal succession — for up to 50 years, extendable if used for its stated purpose.
  • Border areas: granting land to foreigners even for temporary use is prohibited, except for national projects (railways, renewable energy, etc.).
  • If you buy a house, the land under it passes to you under the rules above (for individual housing inside a city — temporary use, or possible ownership with the mandatory-disposal rule; outside a city — temporary use).

New builds (novostroyki) — technically fine, but require extra caution: always check the developer’s reputation and the status of the permit paperwork before paying anything.


📑 The transaction step by step

1. Search and negotiation

Sale listings appear on house.kg (the main dedicated property portal), lalafo.kg, bazar.kg, and through Bishkek real-estate agencies. Agent commission is usually 2–3% of the deal, most often split between buyer and seller — confirm the terms in advance.

2. Preliminary contract

Once you’ve agreed a price verbally, the parties sign a preliminary sale contract (with an advance or an earnest deposit). It records the parties, the property, the price, the deadline to reach the main deal, and the terms for returning the deposit if the deal falls through.

An earnest deposit (zadatok) differs from a plain advance: if the buyer backs out it is not returned; if the seller backs out it is returned double. Spell out in the contract which one you’re paying.

3. Checking the documents at the state register

Before signing the main contract, check the property through the State Registration Service (GRS). On the e-gov.kg portal you can order an online extract from the real-estate rights register.

Confirm that:

  • The seller really is the owner.
  • There are no encumbrances (pledge, seizure, mortgage, easement).
  • The tech passport matches the property’s actual characteristics.

4. Notarised sale contract

The deal must be certified by a notary — this is not optional. The parties bring:

The notary checks the documents, certifies the signatures and the contract. The notary fee is about 0.5–1% of the deal.

5. Registering ownership at the GRS

After notarisation, the contract is filed with the State Registration Service to register the transfer of ownership. The state duty is 500–2,000 som, depending on the property type and processing speed. After registration the buyer receives a register extract confirming ownership.

New builds are often cheaper per square metre than the secondary market, especially early in construction — but they carry extra risk: delayed completion, changed layouts, and problems connecting utilities.


🏦 Mortgages for foreigners

A number of Kyrgyz banks issue mortgages to foreigners who hold a temporary residence permit (vVNZh). Typical terms:

  • Rate: 12–18% per year in som.
  • Down payment: usually from 20–30%.
  • Term: up to 15–20 years.

✅ Practical tips

  • Always go through a notary. Handshake deals “by receipt”, without notarisation, are extremely risky and can be overturned.
  • Check encumbrances at the GRS before handing over any money, not after.
  • For new builds, verify the developer has a construction permit and a commissioning act (act of putting into operation) for their previous projects.
  • Hire a lawyer. A real-estate lawyer to accompany the deal in Bishkek costs $200–500 and cuts the risk sharply.
  • Payment is usually made in US dollars, though the contract is normally drawn up in som at the deal-date rate.

  • lalafo.kg — the largest classifieds board, with property sections.
  • bazar.kg — popular classifieds with a real-estate section.
